The person’s own settings, for a channel that can show them a settings
area (the HTTP surface): what the model would otherwise save when the
person tells it. setTimeZone saves the time zone principal is in, by
its IANA name, as the IANA list writes it; it refuses what isn’t a zone’s
name, and anyone the core doesn’t admit.
