A skill in the Anthropic Agent Skills sense: a name and a one-line
description that stay in the system prompt so the model knows the capability
exists, plus a body (the voluminous “how to” — conventions, flags, examples)
loaded on demand only when a request matches. A plugin declares its skills via
Plugin.skills; parseSkill reads them from the standard SKILL.md shape.
