A confirm-required staging found in a step: the token to send back, a
summary of what will run, and the choices offered. A staging with a single
token is one choice with an empty label, which the channel words itself (a
“Confirm” button, in the person’s language); token is always the first
choice’s, so a channel that knows nothing of choices still shows that one.
