A user directory, declared as directory in mercury.config.ts: the source
of truth about who people are and their roles. build reads its own config
from env and throws when it’s missing, so a misconfigured directory leaves
the instance closed to everyone but the terminal, never open. name prefixes
the people’s keys, so it can’t be a principal provider’s.
